If your parent company is sensitive to environmental review complexity (e.g., using solvents or generating wastewater), engage a local consultant in Anqing at least 30 days before business license application. The city’s environmental bureau has a stricter review process than Hefei’s for chemical projects, but the timeline is still manageable — our case closed in 6 days after the fix.

Pitfall: The team assumed that the Anqing High-Tech Zone would waive the environmental assessment for a small WFOE with only mixing and packaging operations. This assumption was wrong.
